You're right, many fans wouldn't care at all. Problem is, for a lot of Japanese games, there are rights issues relating to the voices. You'd be surprised how many Japanese voice-acting contracts are worded such that the recorded voices may be used in Japan ONLY. Sometimes, you can get the rights to use these voices internationally after much bureaucracy... sometimes you can get them after paying a hefty fee... and sometimes, the voice-actor and/or agent won't budge, and you simply won't be legally allowed to use that person's voice in international versions of the game at all.
There's also the matter of fans who DO care about playing all their games with English voice-acting... and believe me, there are plenty of 'em. Ideally, every game would be dual-voiced, to appease both sets of fans... but if you can only have one or the other, English or Japanese, you're guaranteed to lose a sizable number of sales on that fact
